Affect is a verb: The earthquake will affect businesses.
Effect is a noun: The earthquake has had an effect on businesses.
This is wrong:
Blog-city is down for maintenance. A hacker has effected a number of blogs and we are in recovery mode.
Note - "effect" can be used as a verb, but has a different meaning:
As a verb affect is most commonly used in the sense of “to influence” (how smoking affects health). Effect means “to bring about or execute”: layoffs designed to effect savings.)
